Dear Readers,
Welcome to the first Paddocks Press newsletter of 2026.
The start of a new year is a natural time to reset and refocus, particularly when it comes to building knowledge and strengthening professional practice. With increasing legislative complexity and greater scrutiny on governance, investing in practical, up-to-date learning has never been more important.
On 19 January, we begin three of our core Paddocks courses: Sectional Title Scheme Manager, HOA Scheme Manager, and Start & Manage a Managing Agency. Each course is designed to equip trustees, managing agents, and property professionals with the skills and confidence needed to navigate community scheme governance effectively.
In this edition, I also follow up on my previous article on repealing equal levies and returning to participation quota (PQ). The strong engagement highlighted widespread concern around fairness, transparency, and developer influence. This month’s article takes the discussion further, examining how PQ adjustment rules can form part of a broader framework of control, and what bodies corporate can do when lawful structures produce unfair outcomes.
As always, thank you for reading and being part of the Paddocks community. I wish you a successful and rewarding year ahead.
Warm regards,
Jennifer Paddock

When does a section 11(2) rule become unfair in practice?
In this article, Jennifer examines how section 11(2) PQ adjustment rules often form part of a wider framework of developer-imposed control. She highlights how these mechanisms can entrench long-term imbalance in sectional title schemes, and outlines what bodies corporate can do to restore fair, owner-led governance.
